MUNICIPAL ORDINANCE NO. 2026-12

AN ORDINANCE ESTABLISHING GUIDELINES FOR THE PROPER MAINTENANCE AND CLEANLINESS OF PUBLIC SPACES IN THE MUNICIPALITY OF NAGCARLAN, LAGUNA

WHEREAS, the Municipality of Nagcarlan recognizes the importance of maintaining clean, safe, and orderly public spaces for the benefit of residents and visitors;

WHEREAS, proper maintenance of public areas requires the cooperation of residents, business establishments, barangays, and concerned municipal offices;

WHEREAS, there is a need to establish clear guidelines to promote responsible waste disposal and proper maintenance of public spaces;

NOW, THEREFORE, be it ordained by the Sangguniang Bayan of Nagcarlan, Laguna, in session duly assembled, that:

SECTION 1. Title.

This Ordinance shall be known as the "Public Spaces Cleanliness and Maintenance Ordinance of Nagcarlan."

SECTION 2. Coverage.

This Ordinance shall apply to public parks, streets, plazas, public markets, government facilities, and other public spaces within the territorial jurisdiction of the Municipality of Nagcarlan.

SECTION 3. Proper Disposal of Waste.

All persons shall properly dispose of their waste in designated waste containers and shall observe applicable waste segregation practices.

SECTION 4. Prohibited Acts.

The following acts are prohibited in public spaces:

Throwing or leaving garbage in streets, parks, plazas, and other public areas;
Dumping waste in drainage systems, waterways, or other unauthorized locations;
Damaging or misusing public waste containers; and
Engaging in activities that unnecessarily obstruct or damage public facilities.
SECTION 5. Responsibilities of Concerned Offices.

The appropriate municipal offices shall coordinate with barangay officials in monitoring public spaces and conducting information and awareness campaigns regarding cleanliness and proper waste disposal.

SECTION 6. Public Participation.

Residents, business establishments, organizations, and other stakeholders are encouraged to participate in municipal cleanliness and environmental programs.

SECTION 7. Penalties.

Violations of this Ordinance shall be subject to penalties in accordance with applicable laws and existing municipal regulations.

SECTION 8. Implementing Office.

The designated municipal office shall coordinate with concerned offices and barangays to facilitate the implementation of this Ordinance.

SECTION 9. Separability Clause.

If any provision of this Ordinance is declared invalid, the remaining provisions shall remain in full force and effect.

SECTION 10. Effectivity.

This Ordinance shall take effect upon compliance with the applicable posting, publication, and other legal requirements.
